Celular Pohones

LToday's terrorists are detonating bombs almost routinely using  cellular phone devices as a detonation component or concealed as an explosive.

This is particularly worrying at airports - "Would it be possible for our security services in airports to create a vibration frequency that would probably include the fundamental frequency of the cellular mobile - allowing security to match voices on a watch list, which one assumes is in place."?

Luggage

Using the same thought process a pre detonation devices for security on mobile cellular phones in luggage could also be used in a safe area  before luggage is  loaded to the plane

On a Basic Level

Ground staff could require all cellular phones to be made to turn off and on and made to ring before being allowed on board any plane. This would reduce the risk of cellular phones being used on flight,  as the explosive devise and reduce the risk of it being adapted to be a detonator.
